Conflicting Parallel Transition Conditions

A traffic light next-state logic block determines the upcoming state based on the current state, a timer, and an emergency override. The emergency signal must take strict priority over standard timer transitions.

Expected behavior:

Simulation shows N1 = 0 and N0 = 1 for inputs S1=0, S0=0, E=1, T=1. The emergency override is ignored when the timer expires simultaneously. Inspect the circuit and correct the fault.
